How to convert JPG to PDF and combine several photos into one PDF, on a phone or a laptop

Aadhaar front and back, marksheets, a signed form, a stack of receipts: the portal wants one PDF and you have six photos. Here is how to turn pictures into a clean, correctly sized PDF, and why the file sometimes comes out huge.

Applications love PDFs. Phones love photos. Somewhere between the two you end up with six separate pictures of one document, a form that accepts only a single file, and ten minutes of wondering why the app you installed wants your email address.

The Image to PDF Converter takes JPG, PNG and WEBP pictures and builds one PDF from them. This guide covers the settings that matter, the mistakes that cause bad-looking or oversized PDFs, and what to do when the result must stay under a size limit.

The steps, in the right order

From six photos to one PDF
  1. 1Prepare the picturesPhotograph each page flat, in good light, with the whole page in the frame. Crop away table and fingers.
  2. 2Add them in page orderPages follow the order you add the files, so page one first.
  3. 3Choose page size and marginPick A4, US Letter or Fit to image, and a margin of none, small (10 mm) or medium (20 mm).
  4. 4Create the PDFThe tool builds a file called images.pdf with one picture per page.
  5. 5Check the pagesOpen it and scroll through. Look at the order and make sure nothing is cut off.

If a page is in the wrong place, add the pictures again in the right order. It takes seconds.

A4, US Letter or Fit to image?

SettingWhat the page looks likeBest for
A4A standard A4 sheet. The picture is scaled to fit inside the margins and centred, without being stretchedDocuments in India, the UK, Europe and most countries
US LetterA standard Letter sheet with the same centred, proportional fitDocuments for the US and Canada
Fit to imageEach page takes the exact size of its picture, plus the margin you chooseScreenshots, photos, receipts and anything that should not have white bars

On A4 and Letter, a landscape picture automatically gets a landscape page, so wide pictures are not squeezed into a tall sheet.

Two practical notes. First, with A4 or Letter the picture keeps its shape and is scaled to fill the space, so a small, low-resolution picture can look soft when it is enlarged. Start from the sharpest photo you have. Second, a margin of None gives the picture the whole page, while the small 10 mm margin is a safer choice if the PDF will be printed, because many printers cannot print to the very edge.

Why the PDF came out huge

JPG and PNG pictures are placed into the PDF without being re-compressed. That keeps them sharp, but it also means the PDF weighs about as much as all the pictures added together. Six phone photos of 4 MB each become a PDF of roughly 24 MB. Other formats such as WEBP are redrawn and saved inside the PDF as PNG, which can be even heavier.

A PDF is about the sum of its pictures (illustrative)
6 phone photos at 4 MB
≈ 24 MB
Same photos at 400 KB
≈ 2.4 MB
Same photos at 100 KB
≈ 0.6 MB

Illustrative sums, not measurements. Shrinking the pictures before building the PDF is the most effective way to shrink the PDF.

There are two ways to bring the size down. Before: shrink each picture with the Image Compressor, or to an exact limit with Compress Image to Exact KB, then build the PDF. After: run the finished PDF through the PDF Compressor, usually on the Balanced level. Doing it before is better for quality, because you control what happens to each picture.

iPhone photos and HEIC

Many iPhone photos are saved as HEIC, a format that a lot of browsers and programs cannot read. If you add one and it does not appear or fails to convert, change it to JPG first with the HEIC to JPG Converter, then add the JPG. Our guide to converting HEIC to JPG explains why this happens.

Getting good-looking pages from a camera

  • Flat paper, even light. Shadows and curled corners make pages look amateur and compress badly.
  • Shoot straight on. Hold the phone directly above the page so the edges are parallel to the screen.
  • One page per picture. Do not put two documents in one photo.
  • Check readability. Zoom in on the smallest text. If you cannot read it on screen, the recipient will not either.
  • Use a scanning tool if you have lots of pages. The Document Scanner is built for flattening and cleaning up photographed pages.

Privacy: these are usually your most sensitive documents

People convert exactly the files they would never post publicly: identity cards, bank proofs, medical reports, signed agreements. Many “JPG to PDF” websites upload every picture to a server. This tool builds the PDF in your own browser, so the pictures stay on your device. When the finished file is ready, you can save it straight to your phone or computer.

If you later need to cut the PDF into parts or add more documents, the Split PDF and Merge PDF tools work the same private way.

Questions people ask

How do I convert JPG to PDF?

Open the Image to PDF Converter, add your JPG pictures, choose a page size such as A4, and press Create PDF. You get one PDF with each picture on its own page.

How do I combine multiple photos into one PDF?

Add all the pictures in the order you want the pages, then create the PDF. Each picture becomes one page of the same file.

Which page size should I choose, A4 or Letter?

Use A4 for documents in India, the UK, Europe and most other countries, and US Letter for the US and Canada. Choose Fit to image if you want each page to match its picture exactly.

Will converting to PDF reduce the picture quality?

JPG and PNG pictures are placed into the PDF as they are, so the quality is kept. Other formats are redrawn first. Very small pictures can look soft if they are scaled up to fill an A4 page.

Why is my PDF so large?

Because the PDF contains the original pictures. Six 4 MB photos make a PDF of about 24 MB. Shrink the pictures before building the PDF, or compress the finished PDF afterwards.

Can I convert PNG or WEBP images to PDF too?

Yes. PNG and JPG are added directly and WEBP is converted while the PDF is built. For iPhone HEIC photos, convert them to JPG first.

Can I make a PDF from photos on my phone?

Yes. The tool works in a phone browser. Tap the box, choose your photos, pick a page size and create the PDF.

Is it safe to convert documents to PDF online?

It is safest when the work happens on your device. The Image to PDF Converter builds the file in your browser, so your pictures are not uploaded to a server.
