How to compress a PDF: why files get so big and how to get under an upload limit

A 30 MB PDF that will not attach to an email, or a scan the portal rejects for being over 2 MB. Here is what is actually inside the file, what each compression level really does, and how to shrink it without sending it to a stranger’s server.

The email bounces. The job portal says “file too large”. WhatsApp refuses to send it. The PDF in question is twelve pages long, so how can it weigh 36 MB? The answer is almost never the words. It is the pictures hiding inside.

This guide explains why PDFs get heavy, what the PDF Compressor does at each level, and a simple order of things to try when a limit is still not met. It is general information; always check the exact rule on the form or portal you are using.

Why a 12-page PDF can weigh 36 MB

There are really two kinds of PDF, and they behave nothing alike.

TypeWhere it comes fromWhat is insideTypical size
Text PDFSaved or printed from Word, Google Docs, a website or an invoicing appLetters stored as text, plus a few fontsSmall. Often tens of KB per page
Scanned PDFA scanner app or a phone cameraOne large photo per page, with no real text at allBig. A sharp scan can be 1 to 3 MB per page
Mixed PDFA slide deck or report with logos, charts and photosText plus embedded picturesDepends on the pictures

Sizes are typical ranges, not promises. Your scanner or camera settings decide the real number.

Do the sum for a scan. Twelve pages at 3 MB each is 36 MB, even though the document looks like a few lines of text on each page. That is why the same twelve pages typed out in Word would fit in a few hundred KB.

The same twelve pages, three ways (an illustrative example)
~36 MBScanned at high quality12 pages × about 3 MB each
~6 MBAfter Balanced compressionPictures re-saved at lower weight
< 1 MBTyped in a word processorText and fonts only

Illustrative numbers to show the gap. The exact saving depends on the pages, so always check the size shown after compression.

What each level of the PDF Compressor really does

The tool has four levels. They are not just “more” and “less” of the same thing. The first one works on the file’s structure; the other three rebuild the pages.

LevelWhat happens to the fileText stays selectable?Typical result
LightClears the title, author and similar details and re-saves the file in a tighter layout. The pages themselves are untouchedYesSmall saving. Barely helps a scan
Good qualityEach page is drawn as a picture and saved as a JPEG at high qualityNoClear pages, moderate saving
BalancedEach page becomes a picture at a medium size and quality. This is the recommended settingNoBig saving, still easy to read
MaximumEach page becomes a smaller, more heavily compressed pictureNoSmallest file, some softness in fine print

In the three picture levels the page keeps its original paper size. Only the picture inside gets lighter.

Quality: what you lose and when you will notice

Compression of pictures is lossy. A little detail is thrown away to save space, and you cannot get it back from the compressed copy. For most documents this is invisible: a printed form, a certificate, an ID card or a bill stays perfectly readable. You will notice it on very small print, thin table lines, stamps and signatures, and photographs with fine detail.

  • Keep the original. Compress a copy and keep the big file in a folder. Do not overwrite the only good version.
  • Check the pages that matter. Zoom into the stamp, the signature and the smallest text before you send the result.
  • Do not compress twice. Each extra pass loses a little more. Go back to the original and choose a stronger level instead.

A simple order to follow when you must hit a limit

Getting under an upload limit
  1. 1Try Balanced firstIt is the recommended level and is usually enough for email and most forms.
  2. 2Still too big? Go to MaximumStart again from the original file, not from the already compressed copy.
  3. 3Still too big? Remove or split pagesDrop pages you do not need with Delete PDF Pages, or cut the file into parts with Split PDF.
  4. 4Or fix it at the sourceIf the PDF came from photos, shrink each picture first with the Image Compressor, then build the PDF again.

Most files are done after the first or second step. The last two are for stubborn ones.

What compressing can break

  • Text cannot be copied or searched after Good quality, Balanced or Maximum, because the page is now a picture. If a portal needs searchable text, use Light, or shrink the source images and recreate the PDF.
  • Links and bookmarks are not kept when pages are rebuilt as pictures.
  • Very long files. The picture levels work on up to 200 pages at a time. For a longer file, split it first and compress each part.
  • Already optimised files. If the PDF is already small and well built, the tool tells you it cannot do better and suggests a stronger level.

Merging first or compressing first?

If you are putting several documents into one PDF, merge first, compress last. Compressing after the merge gives you one tidy file and one size to check. The reverse, compressing each piece and then merging, makes it easy to end up with a file that is still over the limit. Our guide to merging PDFs privately covers the merging side.

Why “compress online” is a privacy question

The PDF you want to shrink is often the one you least want to hand to a stranger: a salary slip, a bank statement, a passport scan, a signed contract. Many upload-based sites keep a copy on their server for a while. This tool does the work in your own browser, so the file is never sent to us. You can confirm it yourself by watching the Network tab in your browser’s developer tools while you press the button.

Using it on a phone

Everything above works in a mobile browser too. Tap the box, choose the PDF from your files, choose a level and compress. Big scans can take a few seconds on an older phone, because each page is being redrawn, so give it a moment and keep the tab open until the result appears.

If the PDF is locked, remove the password before compressing. If you only need one page as a picture, convert it to JPG or PNG, which can also be smaller than the whole file.

Questions people ask

How do I compress a PDF to under 1 MB?

Start with the Balanced level in the PDF Compressor. If the result is still over 1 MB, compress the original again at Maximum, then split off pages you do not need. For scans, the pictures are the problem, so a stronger level or smaller source images are what bring the size down.

How can I reduce a PDF to 200 KB?

A 200 KB limit is tight. Use Maximum, delete any pages that are not required, and consider splitting the document into parts if the portal allows several files. Photos and scans at 200 KB per file will look soft, so check that the text is still readable.

Does compressing a PDF reduce quality?

The Light level does not change the pages, but it saves little. The other levels turn each page into a compressed picture, which loses a small amount of detail. Normal text stays readable; very fine print and thin lines show it first.

Why is my PDF not getting smaller?

It may already be well built, or it may be mostly text, which is tiny to begin with. If it is a scan and you used Light, switch to Balanced or Maximum. Always compress the original rather than an already compressed copy.

Is it safe to compress a PDF online?

It depends on where the work happens. Many websites upload your file to a server. The PDF Compressor on Toolcloak processes the file in your browser, so the document stays on your device.

Will the text still be searchable after compression?

Only with the Light level. Good quality, Balanced and Maximum rebuild each page as a picture, so you can no longer select, copy or search the text.

Can I compress a PDF on my phone?

Yes. Open the tool in your phone’s browser, choose the PDF, pick a level and tap Compress PDF. Large scans may take a few seconds.
